I said i would be back and i keep my word after many annoying nights
i tried a different route to showing the banner and this is what i came
up with ok

Go to Admin Panel then to system settings then click
General configeration after that go down to logo text/website
name and type in the following code

<center><img src="BANNER URL HERE" /></center>

and if you don't want it to be in the center simple type it as

<img src="BANNER URL"/> simple as and then if everything works
your neon banner should show up and noone elses.
